First:
do you mean xilinx by "xlink"? Never heard of a "xlink" tool. If you target
Xilinx devices you'll probably need the free ISE (from xilinx website), for
Altera the Quartus etc for the other manufacturers.
All cores that i have downloaded from the opencores.org site include sources.
You might check my own (hwlu) although never really used in an FPGA (simulation
only) or some other core.
