Subject: [oc] Virtex2 configuration problem

It's board designed in our company, we designed many boards
which were fine, but under other dices (Spartan 2, VirtexE ...)
not for Virtex2. For now on the board there are V2, and power
supply only.

I use Impact and ISE 6.1.03, At start software detect device but
says that is UNKNOWN, after that I assign bitfile and when I try
to download but it fails because of IDCODE is different then it
expect.
IDCODE is always zero - "00000..."

When I look at TDO signal on the scope it looks normal,
Voltage levels are OK.
I configure now this system via Slave Serial and it works good.
