Try a look into the implementation of the system. It is not pure "hardware" or "software", it embbededs two tiny risc cpus. The performance of the system is limited by the PIO mode of the IDE device (the code of the cpu which manages the ata-atapi protocol is adjusted with wait states). In a low cost Spartan II it runs at 60 Mhz at it needs about 283 slices and two bolck ram (aprox. 16% of a X2SC150 device).
