    newer? dunno - but see page 5 DC/switching section. Page 62 into the pdf. 
    This is much as I remember from last year.
    
    according to the data sheet 
    DS083-3 (v2.12) November 11, 2003
    
    Xilinx  FPGAs require a certain amount of supply current
    during   power-on to insure proper device initialization. The
    actual  current consumed depends on the power-on ramp
    rate of the power supply.
    The VCCINT power supply must ramp on no faster than
    200uS  and no slower than 50 ms. Ramp-on is defined as:
    
    0 VDC to minimum supply voltages (see Table 2).
    VCCAUX and VCCO can power on at any ramp rate. Power
    supplies can be turned on in any sequence, though VCCAUX
    must power on before or with VCCO for the specifications
    shown in Table 5 to apply.

    call me a cynic - but if the manufacturer says in one place that no limits apply 
    and in another spot that  conditions apply - I'll consider meeting the 
    preconditions if reasonably practical..
    I'm not always convinced their best engineers staff the  answer service. 
    
    (not wanting to pick on Xilinx here - at least they make a real attempt 
     to spec things. They make good fpgas. Specs are HARD to do well).
