Unfortunately, this document does not provide enough information to
implement a specific ECC algorithm. It is far too general. It appears to
be an overview intended to explain the general concept to those who are
curious.
If someone were ambitious enough to select their own Galois Field, work
out its properties, develop the calculation for the initial points, and
work out all the other rather heavy mathematics involved, then they
could implement an ECC crypto core that would be guaranteed incompatible
with existing algorithms. As it is, I have neither the time, the
inclination, nor even the education to do all of that groundwork. For me
to even attempt an implementation, I would need a document that
describes each operation in detail, in a manner similar to the AES
standard. Sadly, I have not yet come across such a document.
I am sorry to have raised your hopes, but I am afraid that the document
you have is useful only as an introductory description of elliptic curve
cryptography. You will need quite a lot more detail to hope for a useful
implementation.
