    Lattice Semiconductor have a free downloading tool; ispVM System, which
    supports Linux.
    
    It can program most FPGA's using SVF or BSDL files..

    Altera dev kits come with Windows / Solaris / Linux and HP-UX
    development / programming software.
    
    The Windows version is available online for free. The others are not (the
    last time I looked)
