    hi dalton,

    That was a good question.

    As far as i know, the USB_PHY can be said as a saperate module that needs to be tested. It is such that, the USB block needs to be considered with core as one part and Usb Phy as other part (i.e like the Logical and Physical Parts).

    Now the TestBench needs to check both the modules by instatiating. so when the Core is tested the Phy is tested and saperately the Phy needs to be tested.

    Note: USB core has Phy module which is like a physical part helping the Logical Core part. Therefore the Testbench calls the USB_PHY.

    I am giving this answer not looking at the Opencores USB core, but rather in a generalised USB core implimentation.
