it is the smsc gt3200 usb2.0 utmi phy development platform. you can order a board which is made to connect to a memec
xilinx evaluation board. you can read all the specifications on the website. i can promise you that going this route
will save you a lot of time and money in pcb development. let me know if you have any questions/problems.
