    Thats very easy, just design a USB host controller and hock it up to
    one of the UART cores already available on OpenCores. Put the
    combo in to an FPGA, and you are done !
    
    If you are looking for information as to how to design the USB host 
    controller take a look at the USB 2.0 specification at www.usb.org.
    It's very light reading ....
