Subject: [openrisc] C compiler for Windows XP
You can build the tools from source under a Cygwin environment (http://www.cygwin.com/).
Or if you just want to get going straight away without having to build anything, you could download Jennic's SDK's for their Wireless Microcontroller products which has a minimal Cygwin environment and the full toolchain (including IDE) from here:
