Spartan 3 might be a little limiting to run Linux on,

Hi
Can't really say what will be best for you, 
Each and every person is different. 
I'd have a grep ( sorry now a Google ) around the web, see if there is a
Linux that you like and good instructions on how to put it onto an FPGAs,
and stick with the board that those instructions give you. 

A 10 second search gave me lots, like this one

Never used it, but could be a way forward for you.
