Concerning the Turbo Decoder project from David Brochard, there is VHDL code available in the download file. However, I never used it and cannot comment on what level this code is at. If you don't find the download section, - as it happened to me the first time -, there is a menu on the top right, saying "Overview :: News :: Downloads :: Tracker". Select the Downloads and you will find the file.
Now for the quadrature decoder, I used that core one time to determine the wheel direction of an optical encoder. I am not such an expert with QPSK to say that this core could fit for its demodulation.
