1) The SITE opencores.org which belongs to Damjan Lampret, so he can, naturally, do anything he wants with it
2) The CORES which are open because of the license they have been published with, and JUST happen to be uploaded to the site called opencores.org but they will still be "OPEN CORES" ANYWHERE they are. It's its developer the one who decides the license of his/her core.
It's just the truth, nothing against Damjan ;-)
