    It's a random number assign by FPGA Marketing people. Depending
    on the part family and manufacturer, either smaller OR larger
    number means a "faster device".

    After a random number has been assigned by marketing, engineering
    looks through the device and tries to come up with some sort of
    an example where that number is the result of some timing parameter.
    After that it is packaged in to documentation to make it look like
    a scientifically derived speed grade.

    Don't laugh, thats the truth.
